That is scary! I wouldn't expect a dog to be off lead in that kind of environment for that to happen in the first place, mainly because I like my dogs and there are enough cars for it to be dangerous to the dog.
That footage should be taken strait to the police and I hope the owner has a good third party liability insurance as I can imagine the cost to repair any/all cars the horse and cart may have damaged, without even taking into account any vet bills for the horses and medical bills for anyone injured.

I'd be more worried about what the travellers were going to do than anything else and wishing they had gone to the police. They wont. What they will do will be awful.

I've looked at his FB page, the police are saying its civil and fo the car drivers to chase the carriage drivers for the money owed for the damage to the cars. The dogs owner is saying its not her fault and denying any responsibility. What a mess that has no good ending for anyone.

That is most definitely not a Civil matter, it was illegal for the dog to be out of control and there's no difference between the dog biting someone and injuring by pitching someone out of a carriage. That's an outrageous statement by the Police!

Would it be too outlandish to think perhaps the police are not getting involved because it is the traveller's horse that the dog went after? If it was Mrs. Jones, the local school secretary riding her horse down the road that got bitten and chased and vehicles damaged may they have viewed it differently? Genuine question.

Having had a good nosey at it all, in this instance the carriage drivers only wanted the dog owner to take responsibility. Its only when shes denied all responsibility and the police refused to get involved that threats have started. What a travesty. This was an amazing opportunity for the police to work with the travellers and build some bridges. Instead they've done the usual and fobbed them off and actually made the incident worse.

The dog owner claims the dog was on a lead and was waving a thin flexi lead about in one of the videos. I despair.

I think the police have treated them the same as they seem to treat any victim of vicious dogs. And I think the building bridges bird has maybe flown.

What I can’t get my head quite round is if one of my dogs caused an injury, wouldn’t you at least want to pay the vet’s bills and grovel a lot. Would you not be deeply embarrassed and ashamed? It seems that along with the desire to own that sort of dog comes a complete sense of entitlement.

Yup I wasn’t surprised they said civil that’s the usual line even if it shouldn’t be.

Everytime I've had a horse stolen its been civil, someone sinking my boat is civil, smashing my car up,also civil. I'm half considering a life of crime because it seems like everything is civil now!

I wasn't sure if the lead had broken maybe, but that might just be me being generous.

Sounds almost as if they can't be bothered to do actual work. What's the police for if not sorting out theft and criminal damage?
