It is nice when your new horse fits into your previous horses stuff. If you have a certain type you typically go for, then it's not soo unlikely.
It was a slight annoyance when my young horse (bought him as a yearling) ended up larger than my previous horse of the same breed/type. I had a very extensive collection of rugs, coolers, fly rugs, boots, halters, bridles, etc.
I sold most of it and repurchased items that fit. Not ideal, but not terrible. I did buy a trailer for taller horses, so I'm glad that I did that.
However, when buying an adult horse, I could see sticking to a certain height. If you accept that it's a "limiting factor" and could make your search a bit more difficult or lengthy, then it's whatever. It's not that abnormal of a height range, and I personally wouldn't want over 17hh either.
I think that you can find a decently sporty weight carrier around 16.2/3. I'm not sure at what price point or how long it will take though.
My larger horse is less cost than my smaller horse was feed wise and farrier wise. So they don't always cost more.
For blankets, not all 16hh horses (for example) will fit into the same size blanket though.
